=== Toxicity due to size of nanoparticles === Toxicity in certain systems can also be dependent on the size of the nanoparticle. AuNSs size 1.4 nm were found to be toxic in human skin cancer cells (SK-Mel-28), human cervical cancer cells (HeLa), mouse fibroblast cells (L929), and mouse macrophages (J774A.1), while 0.8, 1.2, and 1.8 nm sized AuNSs were less toxic by a six-fold amount and 15 nm AuNSs were nontoxic. There is some evidence for AuNP buildup after injection in in vivo studies, but this is very size dependent. 1.8 nm AuNPs were found to be almost totally trapped in the lungs of rats. Different sized AuNPs were found to build-up in the blood, brain, stomach, pancreas, kidneys, liver, and spleen. === Derivatives === RGPU-95 (4-chlorophenylpiracetam) is a derivative of phenylpiracetam described as having 5- to 10-fold greater potency. Cebaracetam (CGS-25248; ZY-15119) is a derivative of RGPU-95 in which the terminal amide has been replaced with a 2-piperazinone moiety. Methylphenylpiracetam, including all four of its stereoisomers (especially the (4R,5S)-enantiomer E1R), is a positive allosteric modulator of the sigma σ1 receptor. It is currently the only known racetam demonstrating σ1 receptor modulation. Whereas phenylpiracetam stimulates locomotor activity in animals, the E1R enantiomer of methylphenylpiracetam does not do so at doses of up to 200 mg/kg. In road transport, the Emission Performance Regulation 2019 says manufacturers of "new passenger cars" should not allow emissions to exceed 95 grams of CO2 per kilometre, and 147 grams of CO2 per kilometre for new light commercial vehicles, but this is merely an "EU fleet-wide target" rather than requirements for each vehicle. Manufacturers can agree to pool their production quotas, so as to meet their targets on average, but there is no legal sanction for failure to meet the target. Member states are simply required to record the relevant success or failure, and manufacturers' performance is published. By contrast the Vehicles Emissions Regulation 2007 sets the "Euro 6" standards in maximum emissions that car manufacturers can have. Since the 'Euro 1' standard was introduced in 1992, standards became cleaner each 4 to 5 years, but recently stalled. Article 2 states this applies to vehicles under 2,610 kilograms, while the Heavy Vehicle Emission Regulation 2019 applies to heavier vehicles, with looser CO2 limits. Article 4 states manufacturers must 'demonstrate that all new vehicles sold, registered or put into service in the Community are type approved in accordance with this Regulation'. Article 6 requires manufacturers to 'provide unrestricted and standardised access to vehicle repair and maintenance information' should there be any non-compliance. Article 13 requires penalties imposed by member states for breach are 'effective, proportionate and dissuasive', and breaches include any 'false declarations' as well as 'use of defeat devices'.
